Understanding the New UAE Advertiser Permit for Influencers and Content Creators

The UAE is taking a major step to support and regulate its growing digital content industry. Under a new rule by the UAE Media Council, influencers and content creators must now get an official permit if they post promotional content online whether it’s paid or unpaid.
This initiative isn’t about limiting creativity. Instead, it aims to support serious creators, build trust in brand partnerships, and ensure transparency for audiences. By requiring this permit, the UAE is helping to professionalize the content creation space and establish itself as a leading creative hub in the region

What Is the Advertiser Permit?

The Advertiser Permit is a new requirement by the UAE Media Council. It applies to:

  • All promotional content paid or unpaid
  • Posts shared on platforms like Instagram, TikTok, Facebook, WhatsApp, and YouTube

Even if you only promote products casually, this permit is still required. The goal is to bring more transparency and professionalism to online content.

Who Needs to Apply?

You need this permit if:

You’re an influencer, content creator, or individual promoting products or services online

  • You share unpaid reviews, partnerships, or affiliate links
  • You’re 18 years or older and have a valid UAE trade or freelance license

Visitors to the UAE who want to promote or advertise online will also need a Visitor Advertiser Permit, which must be arranged through a licensed UAE agency.

Who Is Exempt?

You don’t need the permit if:

  • You’re promoting your own business or product through your own account
  • You are under 18 and your content is educational, cultural, athletic, or raising awareness, and meets the country’s content standards

Implementation Timeline & Costs

When Will the Permit Be Required?

The permit requirement will come into effect three months after the announcement made on July 30, 2025. That means influencers must comply before October 30, 2025.

Free for the First 3 Years
To encourage compliance, the UAE is offering the permit free of charge for residents and citizens for the first three years.

Validity and Renewal

  • Residents/Citizens: Permit is valid for 1 year, and can be renewed annually.
  • Visitors: Permit is valid for 3 months, and can be renewed once for another 3 months.

Under Federal Decree-Law No. 55 of 2023 and Cabinet Resolution 42 of 2025, violations such as disrespecting religion, spreading false information, or operating without a valid media license are subject to strict penalties. The UAE Media Council’s Violations Committee determines the appropriate action based on the severity and nature of each case.
